That pair is Chrystie Marie Hardy and Mark Alton Friend. They've been arrested for being parents of the year type material for the beating and abuse death of 4-year-old Madyson Bogard who is Hardy's daughter. Alton is Hardy's boyfriend.
The couple tried claiming that Madyson slipped on the ice but the autopsy revealed that she die from blunt force trauma. The pair eventually admitted to abusing the child since at least October, 2007.
Some of the details of the abuse were beating Madyson, holding her under water, and 'flicking' her genital region.
